We cannot comment upon ASIC's current position, only they can do that. It is likely that they are aware of Larry and his scamming operations, and that they are unwilling / unable to do anything to catch and stop him conning honest Australians and people from other countries.
Yes he is definitely behind Catalyst, with the usual methods of covering his tracks (registering other people as the director and owner, etc). The money always goes back to Larrys many offshore bank accounts.
With a little effort from people with resources / power, all this can be confirmed.
